COL Raymond V. Watts, USA (RET:) President
Ray enlisted in the United States Army Reserve in 1980, moved to the California Army National Guard in 1986, and was commissioned 2LT in August 1987. He served in increasingly responsible aviation line and staff positions with 49thhelicopter transport company, a helicopter battalion, and the 40th Combat Aviation Brigade (CAB). He commanded an aviation company and served as the Joint Forces Training Base (JFTB) Installation and Airfield Commander for the Los Alamitos Army Airfield. From there he moved to the XO position with the 40th Combat Aviation Brigade (CAB) and later was assigned as State Aviation Officer (SAO) branch chief for California. While in this role in 2010 he deployed to Baghdad, Iraq in support of Operation New Dawn (OND). Upon completion of active-duty COL Watts assumed responsibility for the J5 Strategic Plans directorate in Sacramento involving support for Ukraine and Nigeria. He retired from the California Army National Guard in 2017 as Brigade Commander, 223rd Regional Training Institute, Camp San Luis Obispo with responsibilities related to the state’s Officer Candidate School (OCS) and other organizations and units. Upon retirement he served as President of United Veterans Council (UVC) of Santa Clara County. Currently he is employed by Amazon Web Services (AWS) as a priority engaged sales account manager. Lieutenant Commander Gulyas is a native of Springfield, Virginia. He earned a Bachelor of Arts in Geography from the University of Oklahoma and a Graduate Certificate of Geospatial Information Science from University of Maryland. He was commissioned through Reserve Officer Training Corps in May 2011. He was designated a Naval Aviator in August 2013. He flew over 100 hours in support of Operation Enduring Freedom. He attained over 540 total hours in the E-2C Hawkeye and E-2D Advanced Hawkeye during his operational assignment.
Ashore, Lieutenant Commander Gulyas served in the US Northern Command (USNORTHCOM) Joint Force Headquarters, Washington D.C. His duties were in support of FEMA and HHS response to COVID-19. After transitioning into the Reserves, he was assigned to the Naval Information Warfare Systems Command (NAVWAR) Reserve Program in January 2021. Currently, he was recalled to active duty for two years, assigned to Reserve Talent Acquisition Group Southwest.
Lieutenant Commander Gulyas has been awarded the Navy Commendation Medal, Navy and Marine Corps Achievement Medal.
The Silicon Valley Chapter (SVC) of MOAA has a team consisting of many retired Military Officers who perform all of the duties required to achieve the goals and objectives set forth in the SVC Chapter By Laws and address any required day to day actions. Col Raymond V. Watts, USA (Ret); President
Colonel Watts served with distinction during his 37-year military career (1980-2017), beginning as an Army Reserve enlistee before transferring to the California ArColonel Watts served with distinction during his 37-year military career (1980-2017), beginning as an Army Reserve enlistee before transferring to the California Army National Guard and receiving his commission in 1987. His exemplary service included commanding an aviation company, serving as Joint Forces Training Base Installation and Airfield Commander, and holding key leadership roles with the 40th Combat Aviation Brigade. As California’s State Aviation Officer, he deployed to Baghdad supporting Operation New Dawn in 2010. His career culminated as Brigade Commander of the 223rd Regional Training Institute, overseeing the state’s Officer Candidate School. Following retirement, Colonel Watts has dedicated himself to veteran advocacy as President of both the United Veterans Council of Santa Clara County and the Military Officers Association of Silicon Valley Chapter, where he leads the San Jose Veterans parade and numerous community events. Through his involvement with San Jose Rotary, he collaborates with county officials addressing critical veteran needs including housing, food security, VA services, and suicide prevention, while professionally serving as a priority engaged sales account manager with Amazon Web Services.Lieutenant Navy (former) Tim Henderson, VP/Programs
Tim served as a submarine officer and nuclear engineer, most notably aboard the USS Simon Bolivar, SSBN 641. Tim led all operations of the submarine as Officer of the Deck and all operations of the nuclear power plant as Senior Plant Supervisor. Tim left the service after 5 years. He later served as Principal of Citizens Capital, a $400M+ venture capital fund located in Boston, MA. He added value to the portfolio companies by sitting on the Board of Directors for five information technology companies ranging in size from pre-revenue to $105M in annual revenue. Since joining Cypress Group in 2002 to focus on multi-family development and construction, Tim has taken a lead role in Land Acquisition, Finance and Administration, Subcontractor Contract Negotiation and Administration, and Sales and Marketing. He has served as President since 2012. He is a licensed general contractor and real estate broker.Along with coaching his children in soccer and baseball, Tim served as an active Board Member for First Community Housing, a leading regional not-for-profit affordable housing developer, from 2009 until 2019. He currently serves on the Board of Directors for OnView Integrated Solutions, a privately held, rapidly growing company headquartered in San Jose, CA which leverages deep learning techniques to deliver innovative, cost-effective physical security solutions. He was granted a Bachelor of Science degree from the United States Naval Academy in 1990 and a Masters in Business Administration degree from Harvard Business School in 1997.

Mark brings 30 years of successful executive, technology and military leadership experience to his role as CEO of Nobell Energy Solutions, LLC, a developer of solar and battery systems for Commercial, Industrial, Nonprofit and Government clients across the United States. Prior to NOBELL, Mark founded a consulting company and led operational and advisory engagements for high tech companies in the US, Asia and Europe. Before that he worked at Ichor Systems serving the semiconductor, solar, and LED capital equipment industries in General Manager and Corporate Development roles. Before joining the energy industry, Mark spent seven years in the U.S. Navy, serving in the Pentagon as a director in the Deep Submergence division and before that on the fast attack submarine USS PARCHE where he was a decorated division manager and DoE-certified chief nuclear engineer. Mark holds a BA in Mechanical Engineering from the U.S. Naval Academy (1990) and an MBA from Georgia Tech (1999).

Ms Lana Bradley, Surviving Spouse Liaison
Ms Bradley is married to the SVC MOAA Chaplain, Col Donald Bradley. She is actively supporting the surviving spouses of members of the military services. Surviving spouses have an opportunity to engage at the MOAA grassroots level and experience camaraderie with other military members. While some are content to attend chapter functions and socialize, other surviving spouses choose to continue serving through their chapters and engage in roles such as Surviving Spouse Liaisons, Project Leader, or one of the Chapter Officers.Col Donald Bradley, USAF (Ret), Chaplain
Colonel Bradley was born in Long Beach, CA. He attended the University of Southern California and was a member of its ROTC program. In the 1970’s, he attended the University of Michigan where he earned the PhD degree, becoming a clinical psychologist and business planning and organizational development consultant. He was stationed on active duty with the Air Force at Pope Air Force Base, Fayetteville, North Carolina, and later the ANG 129th Rescue Wing at Moffett Field. He is Roman Catholic and not an ordained minister. He has served as a quasi-chaplain with the Knights Templar organization. Colonel Clark was born and raised in Contra Costa County, CA. He received his BA from the University of the Pacific and MBA from San José State University. Received a direct commission as a 2Lt in the US Army Medical Service Corps in October 1968. Service assignments included the AMEDD Medical Field Service School at Ft. Sam Houston, TX; Division Medical Supply Officer (DMSO), S-4 and Company B Commander, 47th Medical Battalion, 1 st Armored Division, Ft. Hood, TX; Chief of the Supply and Services Division and Head of the Services Branch, 5th Field Hospital, Bangkok, Thailand; Surgeon’s Office, US Army Europe, Frankfort, West Germany; Adjutant, S-3 and S-4 of the 347th General Hospital, Sunnyvale, CA; G-3 and G-4 of the 2nd Hospital Center, Hamilton AFB, CA; Surgeon’s Office, US Army Forces Command, Ft McPherson, GA; Logistics Division of the US Army Surgeon General’s Office, Washington, D.C.; and Surgeon’s Office, US Army Pacific, Honolulu, HI. Combat assignments included Thailand and Vietnam (1970 – 1972) and Operation Desert Storm / Desert Shield (1990 – 1991). Civilian career included various sales, marketing, program management, international business and contracts positions with Amdahl Corporation, Fujitsu Limited, Sun Microsystems, Adobe, BAE Systems, Northrop Grumman Information Systems, Space Systems Loral and Maxar Technologies. Captain Deutsch graduated from the University of Maryland with a BS in Aerospace Engineering. He was an Air Force Distinguished Military Graduate. He became a Strategic Air Command Aircraft Maintenance Office for B-52’s and KC-135’s. During the Vietnam era, he served a tour at U-Tapao Royal Thai Naval Airfield. He then transferred in to the Air Force Systems Command at Sunnyvale Air Force Station. He worked in Command Generation and as an Operations Director for the now declassified HEXAGON intelligence satellite. The 60-foot-long vehicle orbited at 100 miles up and took photos of denied areas. He earned an MS from USC and an MBA from Santa Clara University. After leaving the military, he was a marketing manager at Ford Aerospace, Intel and Sun Microsystems. He is public speaker on cruise ships and locally.Col Warren Enos, USA (Ret), Director
Colonel Enos was born and raised in the San Francisco Bay Area. He received his BA from San José State College and was a member of the Army ROTC program. He obtained an MBA from Stanford. He attended the Air War College and the U.S. Army Command and General Staff College. He served 2 years of active duty, in the 4th and 5th Infantry Divisions as an armor platoon leader. He had assignments for 10 years in the California Army National Guard and 18 years in Army Reserve. He has served as corporate human resources director and as an educator. Warrant Officer Landgraf was born in Chicago and raised in Indianapolis. Heavily involved in the Boy Scouts of America through elementary school, high school and college. Attended Purdue University – Electrical Engineering. Enlisted in the US Marine Corps in 1957 and served in either Active or Reserves for over 35+ years, in Command, Control, Communications, Computers and Intelligence billets. Last Active-Duty assignment was at HQ Marine Corps Intel – Washington, DC. While in the Reserves, he worked in Industry at HP Federal (Public Sector), serving the US Intel Community for 30 years. Retired from USMC in 1995 and Industry in 2012. Alumni of the San Francisco FBI Citizens Academy. Currently serving as a board member on a number of government related boards, Armed Forces Communications and Electronics Association (AFCEA), Reserve Organization of America (ROA) and the Association for Former Intelligence Officers (AFIO). Jared Mietzner is the Chief Compliance Officer and oversees trading, account supervision, and overall account oversight at Mietzner Wealth Management, LLC. All advisory accounts under the firm are monitored in accordance with the firm’s established Policies and Procedures.
He began his professional career in the U.S. Army as an enlisted soldier, serving in a linguist battalion within the 300th Military Intelligence Linguist Brigade. In 2011, he attended the Defense Language Institute (DLI) to study Mandarin and later deployed to both Iraq and Jordan. He is fluent in Portuguese, Spanish, and Mandarin.
Mietzner earned an Associate of Science in Intelligence Operations from Cochise College in 2010 and a Bachelor of Science in Finance from Excelsior University in 2013. In 2024, he completed a Master of Science in Technology Intelligence from National Intelligence University, concentrating on Emerging Technologies and Geostrategic Resources.
His financial services career began in 2014 at Morgan Stanley. From 2016 to 2018, he served as both an Investment Advisor Representative and a Registered Representative. Between 2019 and 2021, he worked as an Investment Consultant with Fidelity Investments. He then joined Charles Schwab as a Vice President Financial Consultant from 2021 to 2023 and later served as a Wealth Management Advisor with TIAA from 2023 to 2025.
In 2024, Mietzner earned the Certified Financial Planner™ (CFP®) designation, which requires passing a comprehensive exam covering over 100 financial planning topics, including investment, retirement, estate, insurance, tax planning, and more. The designation also demands at least three years of relevant work experience, adherence to strict ethical standards, and ongoing continuing education.
In 2025, he founded Mietzner Wealth Management, LLC, where he now serves as owner and Investment Advisor Representative.
Lt Col Bob O'Connor, USMC (Ret), Director/JROTC & ROTC
Lieutenant Colonel O’Connor was born in Martinez, CA. He attended San José City College and graduated from San José State University with a B.A. in Accounting and Finance in 1966. He was commissioned through Marine Corps Officer Candidates School and went on to complete Communication Officer Orientation School in 1967. Lt Col O’Connor served in Vietnam with the 3rd Marine Division as Radio Platoon Commander in Phu Bai, 1967. His subsequent assignments included Assistant Regimental Officer for the 4th Marines at Camp Evans (1967), Communication Officer with the 11th Engineer Battalion in Dong Ha (1968), and Executive Officer for the 2nd Infantry Training Company at MCB Camp Pendleton (1968–69). As a reservist, he held various roles attached to the Navy/Marine Corps Reserve Center in San Jose, ultimately serving as Executive Officer of MTU CA-2. He was recalled for mobilization during Operation Desert Storm and retired from military service in 1992.Capt Scott Powell, USA (Former), Director
Scott has over 30 years of experience in technology and military leadership. He is currently the CEO and co-founder of Enabelpoint, LLC, which is focused on delivering maximum revenue for technology sales teams through targeted training. He also serves as Chief Military Advisor to several AI start-ups dedicated to military readiness and lethality.
Scott holds a BA from Colorado College, and MA in International Business from Tufts University and an MBA at Harvard. Prior to graduate school, Scott commanded an Attack Helicopter unit in the US Army and flew multiple combat missions in Iraq.
Col Raymond Powell, USAF (Ret), Director
Colonel Powell concluded a 35-year career in the United States Air Force in 2021. Shortly after graduating from Harbor High School in Santa Cruz, California in 1985, Ray enlisted in the Air Force and was trained as a Vietnamese linguist at the Defense Language Institute in Monterey. He then served tours in the Philippines and Hawaii before receiving his commission in 1993 through Officer Training School. Ray commanded the United States Air Force Honor Guard in Washington DC from 2009 to 2011. Ray entered training to become a foreign area officer in 2011. He then served in diplomatic posts as the Air Attaché to Vietnam from 2013 to 2016, and the Senior Defense Official/Defense Attaché to Australia from 2017 to 2020. His other assignments have included Northern California, Japan, Germany, two tours in Qatar and three in the Pentagon. He also deployed to combat tours in Iraq and Afghanistan. Ray completed his academic degrees while on active duty. These included a Bachelor of Science (Occupational Education) from Wayland Baptist University in 1992 while serving in Hawaii, and a Master of Science (Information Resource Management) from Central Michigan University in 2000 while serving in Washington DC.
